In 1351, Archbishop John of Saint Paul convened a provincial council in Dublin to address the need for moral reform within the church and to establish specific religious observances. The council emphasized the importance of venerating the Virgin Mary and instituted the solemn celebration of her Conception as a double feast. Additionally, it mandated the observance of feasts for Saint Anne and other saints, requiring parishioners to abstain from manual labor on these days to focus on divine worship. The archbishop also stressed the need for proper liturgical services for these saints to be established in all churches.
