This work from the synod of Pavia presents series of instructions issued by Emperor Louis to his bishops, focusing on the moral and operational standards expected of clergy, including bishops, priests, and deacons. It highlights the importance of proper conduct, doctrinal teaching, and the restoration of church practices. The emperor expresses a desire for accountability and improvement in the clergy's behavior and encourages bishops to address issues such as neglect, corruption, and the need for effective preaching. The bishops respond with gratitude for the emperor's guidance and affirm their commitment to reform.
