Please explain what this means. I need to be able to post this card to a friend. Does this card come with an envelope which will enable this?

Dear Vanessa,
This card does come with an envelope.
The statement: 'The card will be packed in a biodegradable cello bag with a matching envelope' just means that the cellophane that it is wrapped in is biodegradable and the card and envelope is also recyclable.
