The Lord Jesus Christ, the head of the Church, is the decider of who is set where in the Body. He is the One who calls a person into a Ministry Office or not. Once He does, He will never take back that call. But He certainly expects Ministers to fulfill the qualifications and preparation necessary to answer that call and develop an accurate Scriptural perspective of what they're really called to.
