Chen Huiying, also known as Victoria Chen, was born on June 28, 1950, in Wenzhou, Zhejiang Province, China. After early experiences working in industry and participating in the "educated youth" movement, she relocated to the United States in 1980. Her life has unfolded across different cultural, historical, and spiritual landscapes, shaping a deeply reflective artistic perspective.

Chen began formal studies in painting in 2014 and turned seriously to literary creation in 2024. Within a short period, she has pursued poetry and painting in parallel, producing more than 700 poems and completing multiple poetry-and-painting collections.
