Amidst the chaos and terror, the Council of All gathers to consider solutions. With the vaunted city of Elitia teetering on collapse, all hope, reluctant or not, is placed on specially selected ambassadors who are to seek out an ancient - and supposedly long-dead - hero, known as Apirion Hail.

Among those sent are a rookie beast-keeper, a voiceless girl, an anti-beast zealot, and twins grappling with revelations surrounding their father's death. In-group hostility becomes a threat to the mission, so the ruthless Sire Thrill and his personal droid force everyone into a frail truce. The brief unity collapses when they discover that Apirion - their last hope of rescue from the monsters that stalk their every move - not only lives but is far deadlier than the beasts from which they sought refuge.
