He tells them how much God loves justice and hates evil by exposing their human weaknesses and spiritual immaturity.But the author points them to God's revelation in their Lord, Jesus Christ and all His power, love, and grace. He urges the congregation to "obey" and "submit" to its pastors who "keep watch" over "their souls" (13:17). He encourages them to persevere in faith and obedience. He wants to propel them onward toward a life of obedience, courage, and certainty.His overriding message is that salvation is certain and eternal and urges them to re-discover their first love.
